Dennis,

There are two brass escutcheons each held in place with two screws that the
pegged handle posts fit into.  It has a ramp that the peg rides along then a
small step that lightly locks it in place.  It's possible the escutcheons
and/or the pegs in the posts are worn.  They are not adjustable to my
knowledge.

You should be able to see it right below the aluminum cover.
