Walt,

No, your not whacked (be careful about using that expression in the New 
York/New Jersey area!)  My 250 also has it and I've seen some loose fenders and 
cars where it begins to lift away from the sheetmetal in a single chunk due to 
age I guess.  But I think it's a sure bet that it was sprayed.
