I exist on several lists with similar issues.

The best solution I've seen so far is as follows:

Vendors do not advertise their wares, with a single exception.

A one time announcement is allowed when a new product is introduced to the 
vendor's inventory. It must be a new product, not just an old item available 
elsewhere.

On the Land Cruiser list, this limits commercial speech to items like new 
innovations on suspension parts, new bumper designs, short run specialty items, 
etc.

This has worked very well.

In addition, when a new or existing vendor initially joins the list, he/she/it 
may make a single announcement offering information about the general scope of 
their enterprise.

Just a suggestion.
