Broken flywheel bolt

This is a 1971 TR6 with a body off rebuild, new frame and all. I was putting
the flywheel on the rebuilt engine and decided to do a trial fit. The rear
engine plate was NOT on and the flywheel bolts were cleaned and wire wheeled
to make the threads "like new". I offered the flywheel to the crank and hand
started all 4 bolts. I then used a ratchet to turn the bolts all the way in
till they bottomed out. They went in without a hint of any problem. I then
decided to remove them and do a final assembly. 2 bolts came out, but were
tight. The next 2 came out about 2 threads and then stopped. I tried to turn
them back in and that was a no go. I finally tried to lube them to see if it
would help. No way! I put the breaker bar to them and snapped them off. Any
ideas of what happened? Any ideas of what I should do to remove the broken
parts?
