John---It's better to resolve the timing issues before attempting
carburetor work. I'd advise setting the points gap before moving the
distributor, as the points gap affects the timing. (Wide gap brings
early timing)
Being "two or three inches" away from "0" or TDC could indicate that the
plug wires are in the wrong holes in the cap, and the distributor has
been moved way out of position to compensate for this.

Altho the engine will run decently when the plug wires are oriented
differently, ideally, #1 plug wire should show up at 7 o'clock, as you
look down on the distibutor from the left fender area. The vacuum unit
will run sort of parallel to the engine. This will allow the slots or
keyways in the drive gear to match the illustration in the Bentley, that
being the slots shown at "twenty minutes to two".  All of this with #1
piston ready to fire, of course.

Check all of the routing of the vacuum lines, according to a reliable
illustration. The "bucking" you feel at a constant speed could be from a
vacuum being placed on the float bowl(s).
