Yes, cast iron can be welded, but it is difficult and expensive.
The shop could cut the plug opening to the next larger size, but it is
really not needed.
Use Permatex form a gasket and then drive in the new plug. It
will seal just fine.

In an attempt to remove the core plugs, I gougled the block badly with a
drill. The gouge is on the face that mates up to the core plug. Its
pretty deep,
and extends through the entire depth of the block. Is this something a
machine shop can "fix"?
