Same here, Dave. We do have safety and emissions testing on newer cars here
in Texas, and a passed test verification is required for the annual license
renewal (about $75). Front license plates are required too but the law is
typically ignored, especially for sports cars. All cars 25 years and older
are not required to be emissions tested and if one chooses 'antique',
'classic', vanity plates, only the rear plate is required. Those specialty
plates have a five year renewal, rather than annual, at only a slightly
higher cost.
