Alex & Peggy,
The powder coating is a plastic material that is applied in a dry
powder form and then fused together at 400 degrees in an oven. It is
applied with an electro-static field that pulls the powder aerosols to
the entire surface of the part. Paint has a resin binder
(lacquer/enamel/urethane)that is used as the vehicle to apply similar
synthetic paint pigments to cover the surface. The powder coating has a
tougher film because the plastic material is fused, using heat, into a
solid, plastic coating which is much different then paints. It costs a
magnitude more than to just paint the part, but it is a magnitude better
in wear properties.
I hope that helps,
Jan
