Steve,

You have to read it carefully. This bill is sponsored by a Hot Rod fan and is 
giving specialty
built cars a break. Cars will be registered by their appearance and not the 
engine. So If you
decide to build a 32 ford Coupe with a 351/385hp crate motor from Ford, it 
doesn't matter if
you use original 32 Ford part or new fiberglass with a custom frame. It will be 
registered as
a 32 Ford and require no smog devices or tests.  So any replica or modified old 
car will be
exempt from smog certification. All of the classic, Hot Rod, and Kit Car 
organizations are
vehemently supporting this bill. It does penalize 1975 and up cars. But there 
aren't many
desirable cars between 75 and 88, when injection became the norm.
