Okay, let me reiterate the other point (and maybe I should put this as
a disclaimer at the end of all my messages, like I've been doing with
the liberal-interpretation-at-Regional-events clause).

The rulebook specifies a range of penalties, from a slap on the wrist
to disqualification, and even to suspension of membership.  In these
sorts of cases, I'd fully expect a result of "it's illegal, but no
penalty, fix it for next year".

Nobody is advocating disqualification, even at Nationals, for these
sorts of infractions.  But rules are rules.
