The fact of the matter is this rule is in the book, and it happens to
be mandatory for all Divisional events. That's what the rulebook says,
period.
Hey, look, if everyone hates this rule so much then write a letter and
get the rule changed. It's your club. But you can't just ignore a
rule, and ask everyone else to ignore it too, just because you don't
like it!
