That could be rephrased as "so that someone who has a legally prepared car
can assume that if he is looses it is because of them or their car rather
than someone who is fudging the rules."

If an club decides to ignore a significant rule in local competition, the
people who regularly drive there will know about it and be able to adjust
their preparations accordingly.

If they do it at an event where they are inviting outsiders, they could be
giving the local drivers an advantage.  That isn't necessarily the case, all
the local people could be perfectly legal by the rules, but it opens up the
window for abuse either intentionally or unintentionally.

Then they can decline to accept the trophies or listing as champion.  It is
based on fun but when "important" trophies, contingency money, and prestige
enter the picture, it becomes more than just for fun.
