Lotus Europa cars do this stock from the factory.  Well, OK, only the right
front tire.

If this is a serious question, you need to be more specific.

Do you mean while the car is afoot?

I'd guess that depends on the kind of car and the category in which it runs.

Do you mean while the car is parked in grid?

I'd guess that any items set up in grid and removed for runs would be a
no-no as they would obviously be for tire-warming only and violate the
no-tire-warmers rule regardless of class or category.
