Not sure exactly what this means:
In the April 2003 issue of SCCA-Oregon Region's house organ "Loud
Pedal," the Oregon Region rally director, Matt Tabor, reveals two National
road rally events, April 12-13, out of Dublin, California, were sanctioned
by the Oregon Region.
The rally ran through the hills and farmlands of Alameda, Contra
Costa, and San Joaquin counties.
Tabor says the San Francisco Region Board of Directors "passed" on
sanctioning the two events. I have no idea who did the actual organizing.
In addition, Reno Region persuaded Oregon Region to sanction a pair
of Club rallies on the April 5-6 weekend because, again, "the San Francisco
Region BOD passed on the sanction."
