The original question was put out by an E Modified car builder. Even in 
Prepared, the wording on pg. 115, "16.9 Electrical System D. The remaining
[other than the generator or alternator] components of the electrical system
are unrestricted." For instance, you can relocate the battery. We have it in
our passenger compartment, in a box.
That's for Prepared or above.
