It appears the causes was a loose connection and some corrosion.  I gave the
connection a shot of WD-40 and tightened the connection.  Looks like it is
good to go now.

During the process I have replaced questionable connections to the starter
solenoid with new more solid connections.  So hopefully during the track
down of this I have prevented that problem from showing up.

If you are unable to start and have no headlight power.  I would suggest
tracking down the problem in the following order.  Check the voltage at the
battery, voltage at the starter solenoid connection from the battery,
voltage and connection at the ammeter.  They should all be at least 12v.
