I just stick contact paper on mine.  I haven't had a problem with it
peeling paint at all (but then I *do* fall into the "less snazzy
paint job" category: 12 cans of OSH spray paint).  During two
weekends of hard rain and high speeds, I lost one number.

If you do have a high-buck paint job, waxing the portion of the car
you want to stick the number to just before putting the number on
works wonders.  The number sticks beautifully, and can normally be
peeled off and used a second time, leaving all paint on your car.
Decals often get stuck on contact paper before getting put on the
car.
