In Califorina the drive train goes belly up long before the body shows more than
minor compaired to what you are talking about rust. Cars without fenders or
rear lights would get fix-it tickets, rust or no rust.
There are times I have thought that a periodic safety inspection would make
sense.

In California, all 1966 and newer cars need to pass periodic SMOG testing. They
need to comply with regulations that were in effect when they were built. I
believe in Washington, cars older than 20 years no longer need to be inspected.
I saw a lot of Washigton cars at the Portland field meet with their SMOG
equipment ripped out.
