Somewhere around '76-'78 the steering wheels changed to the styles you
describe (this change was in combination with a change in the steering
column).  Your friend's wheel is a motalita wheel like I have in my '80. 
A friend of mine has an '80 that has a wheel like you have in your '79. 
My understanding is that they came both ways in these years.  Both of
these wheels are different from the ones found in the early 1500s.
