Jim,
    The DCOE series carburettor was designed for racing.  The cylinder
heads of most british cars are not designed to accept a DCOE carburettor.
  While manufacturers of manifolds can sell you a DCOE and manifold that
will make your car run, it will always run richer on the inner two cylinders
than on the outer two.
  The Weber that your friend was talking about probably was a DGV type
downdraught carburettor.  These are street carburettors, and provide
very tractable performance and reasonable economy.
  It is possible to properly put DCOE carburation on an A-series engine,
but it is quite expensive.  If you're interested, pick up a copy of
David Vizard's "How to Modify your Mini".
