Mine had actually been broken off; I could still see the jagged edge and
the very bottom of the screw head slot.  The adjustor had frozen (lots of
varnish or some brown goop that looks like varnish) and I think someone
tried to force it.

About finding a new one: turns out I spoke too soon.  TRF does indeed have
C3613 bypass valves for sale (I'll find out for sure when my order gets
here), $29.95.
