Per the request of a few of you, here's the weld repair procedure I used
for repairing my idler shaft, which was pitted and undersized.  It has
worked for me for 10+ years of stressful autocrossing with no problems.

1. Preheat to 200 degrees F.
2. GTA weld using B2 filler wire.
3. Heat to 800 degrees for 1 hour after welding.
4. Machine as required.

If anyone wants to challenge this, you can take it up with a retired
chairman of NACE (National Association of Corrosion Engineers).  He's
the one who gave it to me directly.
