In California, you have to have an authorized person fill out a vehicle
verfication form which will list the VIN number against the title. This will
allow you to request a new title for the car. It has to be filled out by a
DMV representative or a peace officer (cop). If you need to have a DMV rep
do it, you have to drive your car to a DMV site and have them inspect the
car and fil out the form. It's better if you know a cop as they can fill out
the form as well.

I just did this with SRL31100489. My Title was so mutilated, I needed a new
one. If I were you, I'd just take a pair of scissors and ooops! My title is
mutilated! Then you can get a title with the correct year on it.
