John,
You are talking about SU's, right?  There are four screws that hold the 
vacuum chamber on the top of the carb. If you loosen these up and then get 
the piston positioned so it rises and falls smoothly before tightening the 
screws, that might take care of it. If you have bent the needle on the bottom 
of the piston it won't seat into the jet right and you'll have to replace the 
needle.
