optimistic fuel gauge

My fuel gauge always reads higher than the amount of gas in the tank.  I
have replaced the sending unit.  When I take the unit out of the tank,
and let the float go all the way down, the gauge reads 1/2 full.  Does
anyone have any ideas for a fix?
