Those ARE the anti-theft screws that mount the lock mechanism to the 
steering column.

Easy & quick answer: Using a Drremel Cut Off Wheel, grind a slot in each one 
and then using a straight edge (standard) screwdriver, remove them. 
Alternatively, drill them out.  In either case you can then replace them 
with standard phillips head screws as exist in the other two holes.

Alternatively, try jiggling the key IN the lock, and if necessary, shoot a 
quick shot of WD40 along it's side.  It's more than likely that one of the 
pin tumblers inside the lock has either gotten stuck or gotten bent.  If 
stuck the oil may loosen it and allow the key to be extracted.  If bent, 
then you may have to take the whole assembly to a locksmith.
