Waste Oil is not hazardous waste in most states. The volumes of waste
crankcase oil are huge. The household hazardous waste programs are typically
not geared to accept waste crankcase oil unless it is contaminated with
someless like chlorinated solvents or flammables like gasoline, etc.
Your local Jiffy Lube or auto parts stores is probably paid a nominal
fee ($.05 per gallon) by the waste oil collection firm for the used crankcase
oil. In contrast, your city or county operating the household hazardous waste
program will probably pay a fee to have someone take the waste crankcase oil.
This is because the city/county negotiates a fee to a service contractor to
provide for hazardous waste testing, repackaging, transport, and
recycling/disposal.
The local Jiffy Lube is relying on its customers to provide only used
crankcase oil. Once something is submitted to a hazardous waste program, waste
crankcase oil will need to be evaluated, as a safety step, to confirm that it
is only crankcase oil. As stated previously, these program are really
intended for your spent mineral spirits, cleaning solution, old pesticides,
etc.
So for uncontaminated waste crankcase oil, the right thing to do is
to bring it to a waste oil collection center like operated by Jiffy Lube.
