Jim,

The relay really doesn't care which way it is hooked up. It will work 
the same if the W1 & W2 wires are reversed.  The important thing is that 
two white/purple wires are on the same terminal & the black (ground) 
wire is on the other terminal. One W/P wire goes to the throttle switch, 
the other goes to the dash switch. As long as the relay clicks, see if 
you can measure continuity between C1 & C2 when it operates. If not, 
take the relay cover off & check/clean the contact.

I don't know what you mean by the throttle switch being "energized". 
There should only be continuity (contact closed) when the throttle is 
closed or slightly open. The contacts should be open at wider throttle 
positions. If you are describing the opposite, the switch cam is 
positioned backward from what it should be. (Wrong end of the shaft slot 
pointing up)
