carburetor question

I have a 61 BT7 that runs great..........except.  The car runs fine while
accelerating, but when I am driving at a steady constant speed  I feel  a
surge.  Pressing on the accelerator just a small amount eliminates the surge.
I'm not sure where to start looking for the problem.  While I'm on the list,
what is a good method for determining if my carburetors are opening completely
when I depress the accelerator fully.
