Hi Steve,
I've had success removing sprayed on undercoating using a product from PPG
Industries, called "Acryli-Clean DX 330 Wax and Grease Remover." It's available
from auto paint supply stores in one quart, or larger size cans. Just saturate
a portion of rag, and wipe; didn't seem to affect the original blue paint
below. Chemical resistant gloves are useful during this messy job. I found the
best method was to scrape off first, and then use the product to remove the
residual.
