The shims are used to adjust the resting position of the pedals.  I've seen 
some aftermarket cyls with  adjustable pushrods for this purpose.

Anybody know why there are shims/spacers between the clutch MC and the
firewall?

All I can surmise is they are needed to adjust the throw on the pushrod.
