Hi Jim,
It's possible that the oil leaked out of your pump while the pan was
drained. If so, letting it sit for a few hours or a day, with normal oil
level in the pan, will gravity prime the pump again.
I personally use a K&N HP-2009 filter. The Fram is not noted for being a
particularly good filter. I pre-fill the filter by pouring it full of
oil. The anti drain valve will keep most of the oil in during the tip to
horizontal & installation. When all is well, you should be able to get
pressure showing on the gage by cranking on the starter. Don't actually
start it until it shows cranking pressure. Block the points or otherwise
disable the ignition.
You could compare the old filter to the new to see if there is any
difference in the two. I assume you had pressure with the old filter. To
my knowledge, the cooler adapter uses the same filter can as the non
cooler adapter. If the adapter has been off recently, the gasket could
be reversed.
I'm betting that the pump just lost it's prime.
