     Which model - but yes - though you may have to remove the front wheel and
some sheet metal for access.  
     Remember to hold the steering pin up into
the rocker arm as you lift the arm from the steering box.  The steering pin
can drop out and some needle bearings with it.

one replace the seal on the lower end of the rocker shaft by 
removing the
steering lever without having to remove the entire steering 
box from the
car? I have a leak from the bottom of the steering box and 
hate to think I
will have to remove the steering wheel, the wires, 
grille, etc. in order to
replace this seal.
