Ed,
Topping off the box with Penrite steering lub will not solve the problem for 
a long long time.  The Penrite will mix with the existing gear oil and it 
will take years of leaking until you have nearly pure Penrite in the box and 
the leak finally stops.
Take the top off the steering box and remove as much of the gear oil as 
possible first.  Try using a turkey baster to suck out the oil.  And then 
take a long piece of clear 1/4" +/- plastic tubing and carefully suck it 
nearly full of remaining oil, quickly put your finger over it and transfer 
the oil to a container.  The more you can get out the better.
Then refill the box with Penrite Steering Lub and the leak should stop or be 
much less.
