Don,
If the trafficator harness has already been replaced at some time, the 
problem is most likely where the 4 wires have to splay out and connect to 
the 4 screws/terminals inside the switch assembly. Because the replacement 
harness has somewhat larger eye terminals at the ends, they tend to cause 
the wires to do a very sharp 90 degree bend to go down the tube. The tight 
90 degree bending of the wires plus if the rubber insulation at the end of 
the wire/eye terminal is a bit short, causes some bare wire to be exposed 
and can make contact with the base plate or tube.

The bending of the tab to rotate the base plate....sounds like you're 
looking at the wrong tab. The tab you need to bend is at the outer 
circumference of the flat thin disc that has the 3 cutouts to line up with 
the 3 screw holes. Just ease up on the little tab enough to be able to 
rotate the flat disc around. Suddenly the 3 screw heads will come into view.
