Simon,
Have you tried to take a suction on the fuel line coming from the tank?
It could be that the inlet line to the pump is partially blocked and the pump
cannot create enough suction.
Something like a Mighty-Vac would work.
You might also try using the fuel pump to pump the fuel directly from a gas
can and route the outlet flow back into the can. - WATCH OUT FOR ANY OPEN
SPARKS!! - If this works, connect the line back up to the carbs.
This would confirm the source of the problem and you can work from there.
