I think what you have is a "steering wheel" that is out of alignment. Remove
the steering wheel from the shaft, turn it in the direction you want it, and
put it back on. The shaft is splined so you can put the wheel back on any way
you want it to line up. None of this has anything to do with the tight spot in
the steering box.
