[Healeys] Seat belt webbing

The bolts through the sheet  metal should be fitted with special 
spreader plates about 3mm thick and about 2"x1" in size. Usually a nut 
is welded to it. A large washer is not enough.
I have always been surprised that that is enough to hold about 20kN. It 
will deform but not pull through.
