Sounds like the brake pipe is corroded to the fitting. Soak with penetrating
oil, and work the nut back-and-forth and
hope it breaks free. If you end up putting pliers to the brake line you'll
probably nick it and it should be replaced
(maybe try wrapping the pipe with leather or thick cloth). If it doesn't break
free and the pipe is damaged in any
way--even slightly twisted--you need to replace the pipe. You can fab a new
pipe, but you'll need a flare tool and a
tubing cutter. Neither is expensive--good things to have in your tool
collection anyway.
Making the double flare takes a little practice--buy 10' of brake tubing and
the tools and give it a go. There's some
small radius bends on these lines; you can buy a tubing bender--again,
cheap--or carefully bend by hand, around a pipe
if you like. Just don't kink or flatten the line.
