Ron -

If your caliper pistons have rusted under the chrome surface, the bubbles
can bind against rubber piston seals and stick shut.  In brake rebuild
should involve replacing the pistons with new SS pistons.

But then again opening the bleeders and releasing the brakes suggests that
your master is sticking in the down position.  when this happens, does the
brake pedal have more travel than normal before getting pressure?
