We did it with an oxy-acetylne torch. Heat the ring almost red hot and it'll 
fall off the flywheel (stand the flywheel 
on a cinder block).  Set the new ring on a flat surface with the flywheel 
positioned squarely above it and heat the 
ring.  'Encourage' the flywheel and ring to mate up square.
