I've had a PCV valve installed--the 'Nock Kit'--on my BJ8 for years; 
maybe 40K miles or more.  It reduced oil consumption from 1qt/1,500 
miles to 1qt/3,500 miles or so (highway miles, consumption is a bit more 
for around-town miles).  There is no downside that I know of; others 
have reported gunk on the rear intake valves.  I'm contemplating an 
engine rebuild; will find out then.

I think 6qts/4,000 miles is way too much for a freshly rebuilt engine.  
Your friend could remove the vacuum dashpots--the big dome on the 
carbs--and check for oil residue.  If the rear is worse than the front 
carb it would confirm oil is getting sucked into the rear carb.  Does he 
have any leakage around the valve cover?  That would indicate the 
crankcase is getting pressurized.  Is he dripping a lot of oil?  Is it 
leaking from the timing cover seal?
