The captive nuts are fitted to the inside of the plenum (air box) that runs 
transverse across the cockpit. Since they are invisible from below they must 
have been filled or skimmed over.  The nuts should be visible, on the floor of 
the plenum, through the letter box opening that the heater unit blows through. 
Locate the nuts and poke them through from the inside.
