Timing Chain Cover Leaks

Subject says it.

Engine was rebuilt not too long ago, and I'm sure the cover isn't cracked.

Of course it's worse when the engine is hot...

I replaced the lock washers on the bolts with flat washers ands put some
gasket seal on them, but now it seems to leak more where the gasket is.

Anyway, I understand this is a common problem and wonder what others on the
list have done to fix it?  Also for when I decide to take care of it does
the oil sump have to come off to get the timing chain cover off?
