Rocky,
Adjusting the brakes is first thing to do; it's quick & easy if you
have the adjuster holes in the wheels aligned with adjuster holes in the
drums.
Are all hoses new and in apparent good order? Tires same size and
inflated to equal pressures? Alignment?
Can't speak to the front seal leak. Mine was OK from its installation,
though the old rope seal didn't leak either.
The lower banjo bolt does not need extreme tightening. If you can't
get your Whitworth wrench on it, a small adjustable would be OK. You
might check your toolbox for a crows-foot wrench that fits.
