28 American?  That seems very high, most 4-cylinder users in America only
seem to get that or less.  I regularly got 27/28 from my factory V8 on a 70
mile commute over 90mph motorways and exuberant stop/start town driving.
More recently I travelled 320 miles on a tank at speeds of about 65/70 and
got 34, which is nearly what I get from my roadster.
