Is the cable and latch fully operating and releasing?  Watch it with the
bonnet up while someone else pulls and releases the handle.  Just sounds
like stiction to me, from either a dry or damaged cable.  It should be very
free in both directions with the bonnet up and release with a clang when
pulled and let go.
