Yes, it should.  The problem could be either mechanical (see previous
postings) or electrical.  The 3/4 gear lockout switch on the tranny
has an aluminum body and steel plunger.  Electrolytic corrosion is
often seen between the plunger and the body, causing the plunger to
stick in the "on" position, which results in the disappearance of the
lockout protection.  Unfortunately, the only way I have found to get
at that switch is to remove the tranny (the switch is on top, under
the tunnel).  Generous dosings of WD40 then can resolve the problem.
The same thing is seen with the reverse light switch (which is easier
to remove for service).
