I had very similar symptoms with my Midget 1500, would only run with 
timing set around 35 deg , wouldn't pull al low rpm.   Turned out that 
the timing chain had somehow slipped a sprocket.   I suppose it's 
possible if the tensioner is well worn.   It's hard to tell if the valve 
timing is really out unless you have a dial gauge to find when the valves 
are fully open etc.
