Overdidering problems

Hi,

Has anyone tried to get an overrider off a chrome bumper when it's been 
on there fr 25 years.  It seems that the roundheaded chrome bolt under 
the rubber front just will not hold and turns with every turn of the spanner.

Just thought I'd ask :-(
